Weaaring Teffilin is one of the major commandment a Jewish boy reaching his Bar-Mitzva, at the age of 13, needs to obey "And thou shalt bind them for a sign upon thine hand, and they shall be as frontlets between thine eyes. " (Deuteronomy 6:8)
