Simply disconnect the loose end of the ratchet strap from the ratchet and slide three rubber blocks onto the strap. Then slide the extra hook on last and feed the strap back into the ratchet. Now you can run the strap over the tire and fit the rubber block's knobs into the rain groove of the tire.
